Minister of Higher Education


Hon. Dato' Mohamed Khaled Nordin is the current Minister of Higher Education in the Malaysian Government led by the 10th Prime Minister, Hon. Datuk Seri Anwar Ibrahim. As he is prominent figure in the world of politics and government, he served as the Minister of Entrepreneur Development from 2004 to 2008, then as the Minister of Higher Education from 2008 to 2013 and as the Chief Minister of Johor from 2013 to 2018.

Dato' Prof. Dr. Mohammad Shatar Sabran

CEO, Malaysian Qualifications Agency

Dato' Prof. Dr. Mohammad Shatar Sabran was appointed as the Chief Executive Officer of the Malaysian Qualifications Agency (MQA) on 2021. He has specific expertise in the field of leadership and community development and has published more than 40 books and more than 171 publications in the form of journals, books, modules and related articles. He started his career in education at the Department of Social Sciences, Faculty of Human Ecology, Universiti Putra Malaysia (UPM) in 1994 as a tutor, before being appointed as a lecturer at the Department of Social Sciences and Development in the same faculty from 1999 to 2004. He was appointed to the position of Associate Professor in 2008 and to the position of Professor in 2013. He then held the position of Deputy Vice-Chancellor (Student and Alumni Affairs) of UPM on 2013 before being appointed as Vice-Chancellor of Universiti Pendidikan Sultan Idris (UPSI) on 2017.

About MQA International Conference 2023

The MQA International Conference 2023 endeavours to provide a platform to discuss the role that the quality assurance can play to support the future of the higher education. For this year, the Malaysian Qualifications Agency (MQA) is proud to host the conference bearing the theme ‘Curating Future Quality for Higher Education’ with a rich and varied programme, featuring a mix of experts delivering keynote speeches, panel discussions, plenaries, and networking. The conference theme is further explored through the following sub-themes:

Flexible Learning Pathways

An opportunity to discuss a range of future opportunities and challenges in quality issues and assurance practices related to supporting lifelong learning and access to tertiary education through flexible pathways. This might include many forms of alternative learning, for example, micro-credentials, bridging, special attention to the underprivileged groups such as the disabled and single parents, and recognition of prior learning.

Quality Assurance of Higher Education

Rapid development in higher education demands a change in quality assurance approaches. In this regard, although the basic principles of the approach need to be more creative, best practices for quality assurance of higher education require clearly defined, transparent, fair criteria and standards that serve as references for evaluations and reports of programmes offered by higher education providers.


Acceleration of Digital Learning

Learners nowadays are more inclined to using Artificial Intelligence (AI) in learning. AI is also widely used and accessible in the workplace. This theme offers an opportunity to discuss the challenges and opportunities associated with digital technology and online learning as an effective and efficient means to widen access to quality higher education. AI brings about changes, transformation, support, and substitute to the landscape of higher education.

Reinforcing Values of Higher Education for Society

This theme offers an opportunity to discuss the relevance of higher education in institutional autonomy, accountability, equitable access, and social responsibility to the students in meeting the expectation and demand of society so that it leaves significant impact to the society.
